With the help of another person have 1 person operate the brake controller manual operator and the other measure the voltage at the bumper plug/connector on pin 4. Be sure to turn the controller to max output. Only way to be sure - you should read 12 VDC.
With the Boost set on 2 (30% I believe) and turning on the controller with the manual operator (minimum) you should read 3.6 Volts for 2 seconds - then it will turn off.
