I've never seen a Costco with Propane at least in the western US states.

I pay $2.29/gallon, up from $1.99 (but it fluctuates up and down)at my local Costco here in San Diego County. A stand-alone is currently at $1.99/gallon next to San Diego Harley-Davidson, a pretty good price indeed. :)
