Not sure what the $\litre was but an empty 20# is about $11 to fill at Costco.
I've never seen a Costco with Propane at least in the western US states.
The Costco at 12155 Tech Center Dr, Poway, CA 92064 ? has a propane filling station. Cost when it first opened was pretty good, but soon went up to $3, and I have not filled there in a few months now.
They filled by tank weight, not opening the liquid overfill valve, so it did not release propane into the air, or have as much fire danger. They can also fill motorhomes though a separate hose.
Now I live near Portland OR, and local gas stations are running about $2.75 a gallon, some charging $3 per gallon.
I did find a local U-Haul that I actually stopped filling at in Garden Grove years ago, because they would not post the price per gallon on the pumps, but told you after you filled up and went inside to pay. Sometimes the price was good, other times was about $0.50 to $0.75 more after a couple of months between fill ups. So I started filling at the local Mobil station, price posted clearly, and if you bought more than 21 gallons, they gave a 50 cent discount. My RV was only a 17 gallon tank, but with the BBQ tank and my portable 1 gallon tank, normally I could get the discount.
