I personally could care less about the rust, especially because your tank will be force-retired at the 10 year mark before you will have enough rust to be an integrity problem, and I'm someone who lives along salt water. What concerns me is that rock kicked up at 60mph or the crushed aggregate falling off the construction dump. Sister's old TT got struck and the 2.5" stone when right through the Filon composite and pierced the inner luan and wall covering! I'd rather not have the impingement on a pressure vessel nor have my regulator taken out. Adding a hard or soft cover give the tanks, regulators and pigtails some protection, and it's always good to keep the UV off the high pressure pigtails and ACME nuts. YMMV, of course.
