I believe that "transporting" dangerous goods is different from "operating using dangerous goods".
A vehicle has certain legal requirements regarding the fuel tank and how the gas/diesel is distributed for the vehicle to operate.
A fuel tanker has different regulations regarding how they transport the fuel from point A to point B. Those rules don't apply to the fuel used to operate the fuel tanker.
Likewise, the rule referred to above regards the TRANSPORTATION of the propane. In an RV, the propane isn't being transported from point A to point B, it is being used in the operation of the RV.
Two different issues.
