  • psd is an Adobe Photoshop file format. Either Photoshop, or possibly Photoshop Elements would be needed. There is an opensource program called The Gimp that is a Photoshop clone, I think it works with psd files also.

  • PNG is a universal photo format developed by Photoshop - it is widely used.

    Photoshop, Photoshop Elements (much cheaper) and Photoshop Lightroom will all convert png files to jpg's. If you have a Mac, Preview will do it. I suspect that a number of picture viewing programs or simple photo editing programs will also do it. If a program will open a png file it can then probably be saved as a jpg.

    But they are not asking about a png file. Pretty much any program can convert png to jpg. Starting out with a photoshop file without photoshop is a little more work.
