Camping, no matter if it's under the stars, in a tent, pop-up, TT, Class C, or multi-million dollar Class A, is considered an "outdoor activity". As such, one should be outdoors as much as possible. That leads to making human sounds in the outdoors that others might hear. I have no problems with most campgrounds establishing "quiet time" from 11PM until 7AM - that a reasonable expectation so most can sleep comfortably without interruption. Quiet time is not "silent time". Beyond that, I don't honestly know what one can expect while in a camping environment. I admit to being awakened too early for my liking by neighbors preparing to leave their campsite or by others who arrive late in the night after I have fallen asleep. I have even asked a few neighbors to please be a bit more quiet after midnight while they were around their campfire. Each time, they apologized and the noise volume declined. IMHO, they had the right to do what they were doing, I had the right to ask them to be a bit more quiet, and all of us were satisfied. Loud music, vulgar language, etc. is not acceptable at any time and the CG doesn't need quiet hours to deal with that. I think camping is a time to relax as one can, enjoy the outdoors and the company of others. If I need 'peace and quiet' I don't go to a crowded CG to get it.
