What kind of hours do you like? I would like to see graduated hours. 10:00 PM all electronic entertainment and/or musical instruments off. 10:00 to 1:00, quiet conversation ok. 1:00 to 6:00...

OP, normal quiet hrs are fine. 10/11 pm til 7/8 am.
those are reasonable. low conversation, sure. having fun til very late at night, fine. nothing over the top obviously.
total control of people's volumes in conversation. come on. is not happening.
rules and more rules. I can't stand most of them already out in this world. I vote don't add any more rules.
and like another said, camping in 'campburbia' is not going to give you a real 'by the moonlight, quiet owl sounds, chirpring bugs and croaking frogs' only noise. Go camp by yourself if this is so important. 'campburbia' with tight sights and tons of rvs and short family fun-packed mini vacations will not give you any of this. won't be happening.
if you add more 'rules' be sure to add light rules also.
8-10 pm. laterns very bright ok
10-1 turn off all bright lights, only XX watts allowed outside
1-6 NO LIGHTS at all from any outside sourse
6am til only a flashlight allowed outside til total sunrise
at any time a light shined in anyone's eyes means eviction from the park :)
Your quiet rules are as silly as my light rules :)
