A new rule did go into effect this past January, but if you check my post prior to yours there are 2 links. One is a link to the NPGA's website explanation their challenge to the changes in the new regulations. The other is the PDF copy of the DOT order acknowledging the challenge and halting enforcement of the new regulations pending further review and allowing 12 year inspections to continue under the previous regulations.
