I believe many 'use' sites are designed by people who understand technology and believe the users do as well. That's not always true, and techs often do not understand user needs.  They only understand the tech needs, quite a different animal, even for those users that do understand technology.
A user should not be required to understand anything other then basic technology to use a site.  And user sites should always at least give basic information that a user needs to use it, not kindergarten terms and artwork.
Technology today can be and often is, very sophisticated behind the scenes AND user friendly, but not when the "lowest bidder" prevails - sometimes we get what we pay for, sometimes not.
