When you purchase fuel at a truck stop, many have the option of buying refer fuel along with the truck fuel. It comes from the same pump, and is not dyed. Obviously, if you do not have a refer, the stop is not supposed to sell you the untaxed fuel. In the world of trucks, this is all tracked when the quarterly fuel tax report is filed.
While a trucker could game the system and run a percentage of refer fuel in the truck, it is hard to keep it consistent enough to not get caught. The state tracks your fuel usage trends, and will call an audit if things look suspicious.
So yes, it can be done, but the station is not supposed to allow it, and if caught can also face pretty serious fines.
