In PA, a large portion of the fuel taxes actually never make it to PennDOT. Much of it goes to support the State Police. On the plus side, we don't have to pay personal property taxes on cars, boats, RV's, etc. like some other states.
As for the bridge with bad concrete...I really doubt they will tear the entire bridge down. Most likely, it didn't make the 28-day strength. They will probably give it a little time to come up to strength. And if not, they will probably run an analysis to see if it is adequate, which it probably will be since there is so much redundancy built into these things. Either way, the entire cost will be on the contractor (and his insurance) and not PennDOT. Trust me...they aren't paying for things that don't meet the specs. I'm a bridge engineer and we deal with these fights all the time.
