Its the same almost everywhere, it all goes into the "general fund" which is a dark abyss. Then it gets doled out next year at the whim of your elected criminals.
As an example take the PA State Parks (DCNR). Any revenue generated gets sent to Harrisburg and dumped into the general fund. Then they budget back to DCNR less than it takes to properly operate the park system.
