so for a govermentsl agency to just open your fuel cap and "test" your fuell would get thrown out of a proper and non corupt court.
Article 4 of the bill of rights protects us from unreasonble search, however if the LEO has grounds to suspect a criminal act he may search without a warrant. So if you have a broken taillight, or any infraction they can substantiate, they can. Vehicles on public land are not given the same protection as a home. Driving is not a right, it is a privelage.
