Here on the second page, the OP was looking to get his hitch ball to be perpendicular to level (or at a right angle to the ground). When I said the angle of the head means nothing, the reference was to the OP thinking it should be perpendicular.
As stated above by Barney, the angle has everything to do with the amount of weight distribution provided by a given chain length.
It is possible that the OP was applying an extreme amount of weight distribution to his setup by trying to keep the ball perpendicular to the truck. Evidence of this possibility is the extreme height the tongue had to be lifted to apply WDH and the fact he is on the last link of his bar chains. He also has a fairly light tongue weight for a pickup truck to handle and he made mention that one of the front end measurements was 1" lower than unhitched height.
