We do that. If there is too much traffic on the road to keep your brights on but you want to see the deer on the side of the road before they jump out at your car, you run with your fog lights on. The fog lights light up the side of the road better than regular headlights but don't blind other drivers like brights do. In Maryland and Virginia, there are lots and lots of deer and lots of unlit rural roads.
