This weight based vehicle/trailer registration is how it should be done. A reasonable amount charged, to cover registration administration expense. Most if not all states have fuel tax. While no one likes to see high fuel prices, it is IMO, the most fair. If you drive a lot (use roads more), you pay accordingly, as you use more fuel, thus more tax. The fuel tax, is also payed by out of state drivers that use your states roads.
