There is no such thing as a "flushable wipe". If you don't believe it, ask the workers at your local sewage treatment plant. They have to deal with them quite often!
"Gently Used" TP is that which has no poo on it. While some think it is incredibly gross to put urine soaked TP in the trash, many people do so. There are various reasons for the practice, which I will not go into here.
Suffice it to say it is much more common than one might think!
