Any auto supply that sells automotive paint and body supplies will have one, get the arbor for it to mount it into a drill.

3M sells a rubber eraser wheel that works great. I paid under $40 at Advance Auto. I thought the price was high, until I used it. Well worth the price. I removed 9 swoosh decals in the same time I partially removed 1 with a scraper and heat gun. It removes the vinyl decal and adhesive.
