It is possible to get wire to scrap the honest way. Done it myself back in the days when scrap prices were high. Had a buddy that got a contract to tear down a old building. We pulled all the wire out of it first then burned it off and sold it for copper. Don' tell the EPA though. Burning the coating off of wire makes a heck of a black smoke. Makes the flames pretty colors though.
