As has been noted, this law was to find "deadbeat dads", and has been noted has been around for a long time. It was first passed in 1994, and amended a few time since.

(13) Recording of social security numbers in certain family matters.—Procedures requiring that the social security number of—
(A) any applicant for a professional license, driver's license, occupational license, recreational license, or marriage license be recorded on the application;
(B) any individual who is subject to a divorce decree, support order, or paternity determination or acknowledgment be placed in the records relating to the matter; and
(C) any individual who has died be placed in the records relating to the death and be recorded on the death certificate.
The hammer that the Feds hold over the States is this case is the withholding of certain Federal funds if they do not comply.
Unlike the above post, is certain cases, any Child Support would be helpful, as was the case in a relative of mine. No child support at all for the 16 years of the minor child's life after the divorce.
As you will note, camping reservations is not included, so Kansas does NOT have to ask for your SSN for a camping reservation to comply with Federal Law as they stated.
Sorry, Kansas, no State Campground reservations for me through Reservation America.
But I wish the above poster would have included the link that was given to him from the State to bypass this onerous requirement.
