Most interstates have a maximum and a minimum speed limit. Very few interstates post the minimum, usually 40 mph (at least the one's I've seen). The Appalachian Mountain area does sometimes post a minimum. Then on the steeper grades, there are also signs posted, slower traffic keep right. Sometimes, use flashers. I think it simply means, if you are chugging near the minimum or under it uphill especially, then keep it right and use your flashers.
Common sense says keep it right anyway! If you come up behind someone running slower, pass then, then move back right again. If there is a chain of them in the right, keep passing.
It's intended to keep the big rigs from blocking all lanes of traffic going up those steep hills, chugging at 25 miles an hour, blocking traffic for 3 miles behind!
