We hosted at a forestry park where we had new college graduates come and stay for 3 days. They rented 2 group sites which allowed 20 people each site, so approx 40 new graduates. They would not abide by the quiet time rules no matter how many times we went down there. It would be quiet for 5 minutes and then they would gradually get loud again (drunk). No one was fighting, they were just talking and laughing around the fire. We worked for a concessionaire and noise was not an issue that you were allowed to call the rangers for. We were so glad when they left as we were up all night for 2 nights trying to keep them quiet! Calls to the rangers would be for things like drug use/selling that could be proven - underage drinking - drunken brawls -couples physically fighting, that type of thing. So - if quiet doesn't happen, it doesn't mean someone wasn't trying to enforce the rules.
