As an someone who has lived in 2 of 3 locations, and driven in all 3, if MD and DE had the thaw/freeze cycles that PA does thief roads would be in the same shape.
In fact, when the winters in MD match intensity of PA ( as they have twice in 10 years), the roads fail exactly the same way.

Lots of heavy traffic also increase rate to failure of roads; I77 around Statesville NC and I40 between Statesville and Hickory NC are good examples of bad roads where the freeze/thaw cycles are less than in PA. I68 (western MD) has a good surface even with significant freeze/thaw cycles but it carriers less traffic than some of these other roads.
