What do you mean by the word town? I can only speak for my section of NY. You will be driving on a state county or town road, there will be a non descript black on white sign. On it will be a statement to the effect of
Town of XXXX
Building permits required
No solicitation without a permit
No overnight parking on any road or street
There may be no buildings around for miles but you are still within the town boundaries and subject to local law and ordnance. We have hamlets, villages, and cities within the towns, public streets in these population centers are still subject to town law.
You can get away with what you can get away with, most times you will be rousted out required to show your id and if all is in order and you didn't get mouthy you will be sent on your way.
