I don't know of any plant that is going to be happy in occasional 60 mph winds. Lettuce likes cool temps so you may get some sprouting and small leaves but I'm betting it will start to grow for seed long before you're able to get a decent harvest. About the only veggies that may make it through the grueling rigors of pickup bed travel would be root crops.
An idea for getting some things growing and green in an RV would be an interior window shelf. You could select some small stature plants that may appease the green thumb. Yes, you will still have to deal with the transportation or accumulation of insects but a cheese cloth or spun garden cover will eliminate a lot of that.
