I don't think there is a need for new roof fabric until the old fabric wears through, which should be a lot longer than 20 years unless damaged by accidents or overagressive attempts at cleaning. Roof leaks are almost always seams and openings, if there is no physical damage to the fabric. EPDM gets ugly long before it gets thin enough to leak.
