that's 92%. not possible without it being a condensing furnace that has a water drain. so unless the suburban has a secondary heat exchanger and the water vapor is condensed to a liquid and the heat of vaporization extracted it's efficiency upper limit is around 80%
otherwise the upper limit on effiency is 80% or so, which would be 24,000 BTU output.

I'd say a 17,000BTU electric furnace should be pretty comparable heating wise to a 30,000BTU gas RV furnace. equal to a 60% efficient furnace, probably not as quick recovery if the furnace is near 80%.
Suburban advertizes the newest furnaces as "high efficiency" but they don't clearly list efficiency. but they very well may have improved the efficiency with the new line of quiter furnaces. getting to 80% is careful attention to the heat exchanger and few other things. It's the next 15% that is much harder.
