Now virtually every state, county, FS, COE campground I have been at have a very specific policy. If you don't show up the night of the reservation, you loose the reservation first thing the next morning.
Looks like the OP may have found an exception to the rule.
Also in the state parks in oregon you must show ID matching the reservation or you loose the reservation when you arrive. NO reserving then selling the reservation or giving it to someone else.
All of the Oregon State Parks I have hosted in...no ranger has ever asked to see ID if the reserved site was occupied and nobody loses their reservation. What parks are you referring to?
