You are wrong in this. From the Colorado Parks and Wildlife website FAQ:What if I do not show up or cancel?
If you do not show up within 24 hours of your scheduled check in time, and you do not notify the park that you will be arriving late, your site may be resold and may not be available when you arrive. If you call to cancel after your scheduled check in time, you will be referred to the park for possible refund.
In the OP's case, the host was wrong. It pays to come armed with the proper ammunition.
