Nope. You simply don't understand plain English. A "scheduled check in time" implies a reservation. There was no claim that there was any reservation involved here. It also says "may," which implies it's at the discretion of the staff.
There is nothing mentioned that says he didn't have a reservation. Reservations can be made from 3 days to 6 months ahead at State Parks, and the only stipulation is that the fee must be paid before the reservation date. Then the site must be occupied within 24 hours of the first day of the reservation. All we know is that the reservation was paid for. We have no idea when it may have been made. Since this park is close to Denver, the original party may have just made a fast run up a few days early to pay, thinking that guaranteed him the site.
This sounds to me like someone had planned early to use the site on the weekend, and to be sure they got it they made the reservation for Tue-Sun even though they only wanted it for the weekend. They made the reservation 6 months before that Tuesday and made it for 5 nights, even though they only planned to use it for 2 which were out of the reservation system time frame. Just speculation, but I've read about it happening in other areas, so I suppose it's possible.
