Did you read what I posted? That was directly from the State Parks website. How can you dispute it? I don't get you at all.
Those are two quite different things to those of use who can read English. It's very simple, one can show up and register without occupying the site.
You have to pay in person at the park, but the fee is forfeit if you don't occupy the site within 24 hours of the reservation date. That tells me that just showing up to pay doesn't guarantee anything.
