If the weekend was open when the reservation was made... why couldn't the person just reserve the weekend? Reserving early is pointless, if what you want is the weekend and the weekend is open.
Florida has the same rule unless you have made different arrangements with the office.
why not just reserve the weekend? well here is what was happening and why many places do the cancel if you do not arrive the first night. I want the weekend. So to make sure I can get the weekend I'll reserve for thursday or wed night through the weekend and not show up till friday night. This was often done when you could reserve 6 months or more in advance and people would do the 6 month thing on wed or thursday to make sure they had a weekend reservation.
Interestingly with the solar eclipse in oregon, state parks has taken a harder line on reservations on campgrounds in the eclipse path. Reservation window was changed so that the window allowed earliest reservation for those sites to be the the wed before the eclipse rather than 14 days before the eclipse which is the normal maximum stay.
