Other than outright "faking it" as some may do, making the smoke invisible is rather simple. An example is an electrified grid over the top of the stack.
Some of the power plants started doing that when people complained about the black smoke coming from their stacks. Didn't do anything for the biggest pollutants, but made people "feel" better.
Sort of like these kinds of ordinances. "Feel good, do nothing" Most people with a 5th grade education understand this fallacy, but apparently that is NOT a requirement to serve in public office these days :R
