If those loops on your hitch aren't sufficient to hold the safety chains then your hitch is under rated for the trailer you are towing.
The safety chains are not designed to hold the trailer if it "rips loose", that's what the breakaway switch is for, to stop a runaway unit. The chains are there to catch the tongue if it comes off the ball, period. If you are driving at 70 mph when the trailer comes uncoupled, the trailer is also going 70 mph. The chains only need to hold the tongue weight of the trailer until you can bring the rig to a stop.
