One hundred and fifty gallons isn't very much water, so maybe they were just not that concerned. However, I don't live in Texas where water is more precious than it is here in the northwest. In fact, water here is almost too plentiful. So, our experiences should be different than the OP's.
Most pools hold several thousand gallons. Water is metered by cubic feet, not gallons, although it is easy to convert the figures. However, sewage processing is expensive and difficult to measure, so it would be logical to tie usage to water consumption.
