In SE Minnesota, the sewer charge is calculated based on the water usage during the winter only. During the summer when we're watering lawns, washing cars, and filling RV tanks, we pay for the water - but that additional water use is not reflected in our sewer bill. Rather makes sense to me.
This last winter we had some unseasonably cold weather for a long time. Water company was worried about frost line getting more than 6 feet deep and freezing lines to homes. They encouraged people to keep a pencil-sized stream of water running 24x7 for several weeks. Those that did were to call the water company so that use would not be reflected on their sewer bill.
