I agree, the policy of requesting your SS # prior to quoting a cost, is out of line in a certain respect but, I believe the best explanation is this.
They are " leasing" the equipment to you & in essence become a lender & can ask upfront for information to determine credit worthiness. The service itself is not at risk because it can be terminated at anytime remotely by Dish, the equipment on the other hand is what is at risk.
