We have a 49cc gas moped and unless the person riding on it is quite heavy, it will do 35 mph or so. Officer should not have been able to change whatever written law there was for the state.
Ours is not plated in our home state. No insurance required. We do have a registration sticker that has a number on it and the name of the state and it cost $15 for 3 years. That was not required either as it was just to help in case of theft. If we are legal in our home state, we are legal in any state just like with the cars. If you become a resident in a state that requires licensing and insurance, then you need to do it.
