A patch plug combination (one piece) is the best way. The patch seals from the inside and the plug part, when installed properly, protects the steel belting from moisture. They come in different sizes and the plug part is pulled / stretched through the puncture. Any repair shop that wants to run a drill through your tire is not a good place to be going to, one of the reasons that I do all my own repairs and maintenance, including fixing my own flats. Art.
