As I noted above, I thought it was the other way around? The plug prevents water/moisture from getting to the steel belts vs when only a patch is used. That is why industry standards call for the plug/patch!

Yep! The plug seals the tire from the outside to the inside. You can see how a plug becomes a part of a tire as it wears down.
