Does a great job explaining it. Of course, one has to be open minded, and understand the context of "regulated", and "regulation" back in the day.
Remember, we had just overthrown the British army, and in context, our founding fathers knew that the citizenry were the militia, and the militia was necessary to serve as a check to the governments army.
You see, our founding fathers were actually quite thoughtful, and knew exactly what they were doing, every step of the way.
