I read the "speed may have been a factor" as applying to the truck, not the RV, particularly since the RV was struck by the truck as it jackknifed. It wasn't as though the RV was going too fast to stop for a truck that was blocking the road (assuming the details in the article are accurate). Nothing suggests anything negative about the RV driver besides having some very, very bad luck.
It seems to me that there's a possibility the truck could have suffered some sort of a mechanical breakdown causing it to go out of control. It's probably not the most likely scenario, but something like a steering system component breaking or even an ill-timed blowout could cause the driver to just be along for the ride.
I am impressed by the structural integrity of the semi trailer. Obviously they need to be pretty strong to carry the loads they carry, but still....
