What it is considering and is calling a bumper is inside the Shroud of the decorated bumper. It bolts to the frame member that and has to be removed to mount the base plate. The base plate has a built in bumper that takes the place of the one removed. You then put the "Shroud or decorated facia back on to retain the original look of the front of the Honda. The square tubing of the base plate are then visible through the grill opening, at least they are with the roadmaster base plate. You should save the bumper and reinstall it if you ever remove the base plate
