To my way of thinking, if the fresh tank can't completely drain, then adding antifreeze is imperative. If you leave water in the tank you risk cracking it.
It will drain enough that the residual water won't harm anything but when that residual amount is anti freeze vs. water it will be hard to get it ALL out.
