I have ALWAYS admired the way Texas parks handle reservations. they make sure you have a site but it's first come, first served as to which site you get. Can't think of ANYTHING that is more fair than that.
We also prefer the first come, first served parks. It's very fair. Most parks are small enough that even if you don't get a water front site or the mountain view, you can easily take the short walk to the benches that overlook those features. For us, camping is just as much about the people as the views. You get to meet many interesting and kind folks from all over the world, literally.
I don't where you see this as a fair system for reservations!
First come, first served is fine for drive ins, but the purpose of a reservation is to be sure your favorite spot is where you will be. That and to be sure you rig will fit.
I like the site specific system that Washington and Oregon use.
