Most provinces in Canada require the use of hazard signals at speeds below 70kph except for secondary roads.
As for travelling at the speed limit, there's no law that says you have to do so. People have every right to travel at any speed between the minimum and maximum. Some may think it inconsiderate but anybody who pays taxes has the right to use the road. Someone who has to regularly speed to get to their destination on time needs to allow more time for travel. Some may say that they can't allow for slow drivers bla bla.... Get over it, or get a jet.
