You can flat tow most Subarus with manual transmissions, so look for a manual transmission Outback, and you should be good to go.
The boxy 1991 - 2001 XJ Jeep Cherokee 4x4 would be a very good tow, moderate weight, lots of space underneath to work on, rock solid drive train with the high output 4.0 liter inline six and Aisin AW-4 automatic. All four wheel drive Cherokees in that year range should be flat towable and easy to tow.
If you want more luxury, look for a WJ, 1999-2004 Jeep Grand Cherokee 4x4 with the inline 6 (or V8), a bit heavier, but still very nice. The WK (2005 - 2010 Grand Cherokee) is out of your price range and probably heavier than you'd want to tow.
