Because it's their money.
SS isn't a voluntary program that you can choose to participate in or not. With certain exceptions, one is required by law to pay into SS with the understanding that in later years, when one may not be able to adequately support oneself, one will receive payments in return.
I sympathize with those who struggle to make ends meet, I've been there myself more years than not, and may be again. But, I don't think it's fair to suggest that those who aren't struggling shouldn't be able to collect SS as the system allows.
