Oh, now that is an entirely different dilemma. When someone puts something in a recycling bin, they are disposing of it. HOWEVER, whoever owns the bin gets money for the recycling.
I know where I live there had been a fight about the city recycling. We put it out on the road on garbage day and they pick it up. However, many people go through all the bins and take out the bottles and cans that are worth decent cash back, so the city was losing their income. They never found a solution to stop the bin pickers so just get less money for the effort.
